Description

Today's conflicts are characaterized by the absence of military and political authorities whose orders are carried out by the rank and file. This has forced the ICRC to diversify its approach to dissemination, and to focus its attention on prevention as well as on rehabilitation. The author discusses the efforts of the ICRC and National Societies first to prevent violence, and then, failing that, to limit it and facilitate the return of peace. He also shows how an intercultural approach can be a means of prevention and communication.
