Description

The debate on the "right to intervene" has become a political one, whereas the right to humanitarian aid during armed conflicts has been recognized since 1949 by the States party to the Geneva Conventions. An analysis is given of the general right of initiative, obstacles relative to consent and sovereignty, intervention on humanitarian grounds and ways of improving assistance methods.
