Description

This text looks at the respective mandates of UNHCR and of the Internaitonal Red Cross and Red Crescent Movement, as set out in various instruments such as the Statutes of each institution, the Fourth Geneva Convention and Additional Protocol I, the UN Convention relating to the Status of Refugees (1951) and the OAU Convention Governing the Specific Aspects of Refugee Problems in Africa (1969). It also includes proposed "principles for humanitarian protection and assistance" to be used as guidelines for the operations of humanitarian organizations.
