The author reviews the work of the ICRC (visits to prisoners, aid to certain categories of civilians) within the context of the Indochina war. She also describes the obstacles faced by the ICRC, in particular the difficult dialogue with the Democratic Republic of Vietnam that was to hinder the ICRC in its efforts to carry out its work on both sides of the conflict.
