The ICRC played an active part in the drawing up of Protocol IV to the United Nations Convention on Certain Conventional Weapons (CCW). It undertook work to determine the likely effects of new blinding laser weapons, seeking the necessary international support. The Review Conference preparatory work is described, and the author comments on how the Protocol may affect the possibility of banning blinding as a method of warfare.
